Ministry of Home Affairs Now Allows Movement of Migrant Workers, Tourists, Students with Conditions

On Wednesday, the Ministry of Home Affairs said stuck migrant employees, pilgrims, travelers, students would be permitted to travel during the lockdown, with conditions. All states were required to appoint nodal authorities and establish uniform protocols to receive and deploy these stranded persons.

MHA Allows Travelling with Conditions

On Wednesday, the Ministry of Home Affairs (MHA) released an order enabling migrant employees, visitors, teachers, etc. to travel stranded at different locations around the country in the midst of the Covid-19 lockdown. The home ministry has requested state governments in a circular to appoint nodal officers to promote the movement of citizens between states.  The order says all seeking to return will be screened first and only allowed to return if asymptomatic.

They would be allowed to move as under: "All states/UTs should designate nodal authorities and develop standard protocols for receiving and sending such stranded persons. The nodal authorities shall also register the stranded persons within their states/UTs. In case a group of stranded persons wishes to move between one state/UT and another state/UT, the sending and receiving states may consult each other and mutually agree to the movement by road."
